What Causes Itchiness In The Arm And Chest In An Elderly Person?

My mom is 93 and suddenly got moderate itching on one arm, part of her chest and part of her back. There is no visible sign of a rash or bumps. We tried putting an over the counter hydrocortisone on it and she thinks it made it worse. It is distracting enough that she thought we should go to urgent care but I wondered if we should try something else first.

Hello,

Itching over the chest may be due to heat rash or eczema or utricaria or allergy to soaps or moisturizing lotion or it may be an fungal infection.
Until examination is done it is difficult to say what it is.
Use tablet Atarax twice a day for five days.
Apply moisturizer cream.
