What Causes Itching And Skin Discoloration In Vaginal Area?

Hi, I have had outside vaginal itching that runs from the vagina towards the rectum and there's a white pigment color change in that area as well. It's been there for a few months, I thought maybe it was a irritation from a change in laundry detergent and soap, but it hasn't resolved itself. what is this?
