What Causes Itchy And Dry Eyelids?

Hi! I ve got very itchy eyelids and they have lasted for a week or so. This morning they were dry, flaky and seemed puffy. I guess it s because I have been itching them. Any idea to what I might have and how it could stop. I also have a rash on my neck.
