What Causes Itchy And Flaky Skin On Face,neck And Hands?

Hi, I am 21yr old male.
I have been suffering from contact dermatitis in the UK since September 2010. I have applied countless number of steroidal creams an emmolient creams, but no tablets, prescribed the doctor here. In July 2011, I travelled to Saudi Arabia (that's where I am from) and upon consulting with the doctor there, he gave me a few tablets and a cream called Momate. He told me that without tablets its hard to kill it from the inside. Two months later, my skin cleared and things were on track to go back to normal. Two weeks back, I came back to the UK and now it seems as if it's starting again. My skin around my neck, my face, and my hands are getting itchy and the skin is becoming flaky. Any idea what the cause of this condition could be?
