What Causes Itchy, Bumps Near Vaginal Opening?

i have discovered some very small, white head like bumps on the lower part of my vagina near the opening. are these normal even if they are irritating? they are causing itchiness and hurt a little when my pee gets on them but i have never had sex before . is this anything dangerous?
