General & Family Physician 's  Response
Hi,
It could be due to eczema or allergic reactions to certain food/ substance or dust mites.
It is well diagnosed by visual inspection only by a skin specialist.
You will require topical steroids with oral antihistamines, vitamins supplement and antibiotics orally to prevent superinfection.
Consult dermatologist for further advise.
Thanks.
