What Causes Itchy Eyelids With Hanging Out Eyelid Skin?

I have an itchy eyelid, this started around august this year, i thought will come back but i noticed, the eyelid skin is not the same as the other (normal) eyelid do. it is "hanging out." it can be pushed back (by manipulation) but after blinking, it will be like "out" again. i hope this is some sort of allergy only and do not require surgery (double eyelid).

To confirm it requires examination by eye doctor. Even if surgery is required , it will be simple and there is nothing to fear.
