What Causes Itchy, Flaky Rash Above The Top Of Vagina?

I have an ichy flaky rash right above the top of my female area, its is also very red and I have had it for a year, I have tried so many different methods to treat it and was told by a dr that it was not an std or herpies I am sick of this and need to know what it is
