What Causes Itchy Fluid Filled Blisters On Scalp And Torso?

I have itchy fluid filled blisters that come and go all over my torso and my scalp. This condition began in July. It is now November. My dermatologist has prescribed Chlobetasol to relieve the symptoms. It may clear in one area, just to move to another spot. I ve gone through allergy tests and have found no allergies. The rash appears in areas where heat , perspiration or friction from clothing where my bra straps or underwire rubs, I ve changed to allergy free laundry soap and extra rinse on my laundry, allergy free shampoo and conditioner. I m beside myself. Please advise. I would like to know the cause.
