What Causes Itchy Rash For A Month?

Hi - my daughter has an itchy rash for over three weeks now, almost a month. The dermatologist said it MIGHT be scabies but could find no mites in a scraping. No one else in the family has any symptoms at all. is it possible that it s something else?
