What Causes Itchy Spots On Wrist?

I have a red . very itchy twoonie size spot on my outer right wrist on joint bone as well as on my left inner wrist and 2" beyond that. 3 twoonie size very, very, itchy patches with small bumps under skin. These spots have been there for 4 weeks...What are they?? Dr. prescribed Taro-clobetasol .05% cream ... I've used every day & no improvement yet.
