What Causes Itchy Tingling Bumps On Penis?

I just noticed 3 tiny bumps on my penis 1 (the larger) had a white head on it but the other 2 are skin colored, I have been washing and cleaning constantly. This is after unprotected sex but also poor hygiene for a week plus. I have itching, a tingle sensation, and now a tiny red dot under my head. Used a body scrub last night and now it s appeared. I popped the larger and it grew back the next day...it has shrunk and is now healing after being popped again. the other 2 cannot be popped and do not appear to be filled with any liquid. I haven t had fatigue but have not slept until 6-8 in the morning for a couple of days. The red dot does not appear to be open or a sore. It looks more like irritation from the bath scrub. No fever, swollen lymph nodes, no discharge except when I ejaculated shortly after a liquid came out(clear not thick looking just like my semen) and it seems I have 10-20 tiny, flesh colored dots on the tip of my penis.. I also had a soreness in my testis after ejaculating 15-25 min after and feel a tingling sensation in my penis.
