What Causes Leg Tremors With Pain, Tiredness And Blood Pressure?

My sister has been experiencing leg tremors when she stands still for a couple years now. It seems to be getting worse as her feet get very tired and painful. She has gone for tests and they are unsure. Her blood pressure spikes when this happens and she has been put on beta blockers.Any suggestions thank you :)
