What Causes Legs Pain With Heaviness And Stiffness?

I get these sharp pains in my lower front part of my legs when I go for my walk. At times me legs feel heavy and stiff, but I don't notice any other time than when I go out for my walks. I have to stop and run the area a few times and it eventually subsides. What could be going on?
