What Causes Low Urine Output And Hallucinations With History Of Heart Failure And COPD?

my mother is in congestive heart failure and copd . she is on 80 mg of Lasix 2 times a day. she has not eaten or drank anything yesterday and only sipping water today. she has almost zero urine output and is having hallucinations . she thinks there are people in my house and is aggravated at me because I tell her there is not. otherwise she is fine her blood pressure and pulse oxygen and heart beat are all in normal range .I am worried because the last time she was in hospital last week she had kidney problems
