What Causes Lower Stomach Cramping And Breast Tenderness In A Child?

my 10yr old daughter has been complaining of lower stomache cramps and for the last 2 days has said her left breast is tender to tounch and she also has a slight lump which moves slightly... any ideas what this could be? could it just be she is going to start puberty early?
