What Causes Many Spots On The Penis?

Hi, what could be the cause of a penis with so many spots such that it looks like it has skin of different colours. the lower part is dart while the upper part seems like it have a very thin skin such that one can see some red things that looks like blood vessels?

I really appreciate your concern, if this is asymptomatic then this is nothing to worry because this could be non specific then, and if this cause itching then it can be due to hypersensitivity and this can be best managed with steroid and best would be "Beclomethasone cream" hope this information helps, take care and have a nice day
