What Causes Movable Lump At The Base Of Skull In A Toddler?

I have a 2 year old grandson fixing to turn 3 and he has a spot at the back of his head at the base of his head that is soft to the touch, I can fill something moving like fluid under neath the skin. This has been there since he was born, no doctor has addressed it. What could it be,

Ophthalmologist 's  Response
it can be lipoma. can be clinically tested by fluctuation. aspiration biopsy can be done for confirmation.
