What Causes Neck And Back Pain Despite Previous Surgeries?

Hi in June of 2008 I had surgeries on my neck and back due to injuries from a car accident. I had fusions to T2-3, T3-4, T4-5, T5-6, and T6-7 in my back. In my neck C5-6 was fused. Its now been more than 2 years and gradually I'm starting to feel more and more pain I hurt everyday. When I went to the emergency room the last couple of times the doctors told me I just had strained muscles in my neck. What could be causing my pain? Should I see a neck and back specialist?
