What Causes Nipples Not To Leak Fluid Normal In 23rd Week?

I am 23 weeks pregnant. I had breast reduction surgery 4 years ago and am concerned i will be unable to breastfeed. My breasts and nipples have enlarged considerably but i have not yet leaked. Is this normal at 23 weeks?
