What Causes No Match Between Sound And Sight While Watching Television?

It appears when I watch television or or video on a computer that the sound doesn't match the sight, there's a delay. Not sure if I'm seeing it before I hear it, or hear it before I see it. Feel like I have swollen glands and or fluid in the face that is intermittent. Live televison is particulary difficult. Everything appears out of sync. Any ideas
