What Causes Numbness And Liquid Discharge From The Penis?

Hello Doctors. I am a 21 year old male. A few months ago I went to the doctors thinking I had an std on my penis, but the doctor told me not to worry and it is nothing but a skin tag. Wear and tare to be exact. I also told him I feel that I have some sort of fluid coming out and it leaves my penis feeling cold/numb. Right now it feels a little numb and I want to know what s happening. There is a little tingle when I go pee but not all the time. Please help. I can upload a picture too
