What Causes Numbness And Swelling Between The Knee And Toes?

Hi, I have numbness and swelling in my right leg from the knee down to the toes. My BP is generally normal but today seems to remain at 164/93. I have no pain in my leg, just feels cold, numbness with slight tingle.

I do have slight pain in my lower right side (similar to ovulation pain) and just an overall tired feeling. Could this be in related to the elevated bp?
