What Causes Numbness And Tingling In Hands?

I have a question: A couple of years ago I had two incidents where my right hand would start shaking. I noticed this best when I was trying to write, and I had trouble holding the pen. My writing seemed shaky when reading it afterwards. Lately I have been feeling a slight numbness and tingling in one half of both hands (around pinky and ring finger). Not always in both hands simultaneously. And at times when I walk (especially on asphalt), I feel pain in my shins. I don´t know it this is related to the other symptoms, but I though I´d include it anyway. I was just wondering what this might be, and if it is something I should see my local doctor about.
