What Causes Numbness In Hand And Lower Arm?

My husband had hemmoroid surgery three weeks ago, he has had a numbness in his right hand/lower arm ever since his surgery. His doctor said he has the beginning of carpal tunnel syndrome. He never had it before the surgery?? What could have caused this?
