What Causes Numbness In Lower Half Of Body After Bullet Injury In Spine?

My brother was shot on backbone his spinal cord is injured and his lower body is sensless specially down from knees. The doctors say that the operation is dangerous so they let the bullet inside. After 20 days of exercise and massage now feels his legs and somehow he moves them as well. d12 L1 have problem. So I ask for your suggestions in any case that may be massage,exercises or so
