What Causes Numbness On Arm?

Hi, my aunt has a numb arm and says her fingertips feel like sandpaper but to everyone else they feel normal. She has had this for about 3 months and refuses to go to a doctor. My nan has something similar and was told not to leave it and has to have an operation. What could be and what could happen left untreated? Thanks.
