What Causes Numbness On Both Legs And Tightness In Chest?

My husband has been experiencing numbness in both legs and arms with some tightness in his chest. He says it started about 3 weeks ago starting with his left leg and right arm, now its both legs and arms. He is fine for a couple of hours after he wakes up in the morning, but around noon he says the numbness starts. What can be causing this? He is 43 years old - 6 foot and about 175 lbs
