What Causes Oil Like Secretion From The Penis Along With Red Inflamed Skin?
shaft of my penis is red and secreting a clear sticky oil that won t seem to dry. Even when i wash and pat it dry, the oil comes back within minutes. I am not sexually active except for infrequent masturbation. Yesterday the skin was hard and flaky, but when i took a bath the dry skin came off and this oil and red skin replaced it.

from the Medical history you provided it seems that most probably you have Balanitis (swelling of the Foreskin or head of the penis) ,the main cause of balanitis is poor hygiene however there are many other reasons including Injuries on the tip of the penis , any irritation from soap , lotion or spray , in few cases it can also be caused By an STD (for sexually active males)
however it needs thorough medical check up and investigations to spot a confirm diagnosis i would strongly suggest you to see ur dr to get it examined
After a diagnosis, ur dr will prescribe a medicated anti-itch cream. which will help in relieving itching and inflammation ,In case of an infection, you will be prescribed an antibiotic medication to help clear it
till you visit ur doctor it is important to avoid using irritants such as perfumed soap, lotion, or powder. This prevents further irritation of the foreskin
