What Causes Pain And Redness On The Penis After Swimming?

I went swimming today with my friends and afterward my penis head was red and it hurts. My balls also hurt a bit but not as bad. I know there was clorine in the pool how do I know if that’s what caused it? I have never had this problem before and not sure what to do, help would be greatly appreciated.
