What Causes Pain At The Tip Of Penis?

I have a problem where the head of my penis near the hole hurts seconds into any stimulation with a partner and I have never felt any pleasure. I've tried using lubricant and I've taken one or two weeks between stimulation, but the problem still exists. One of my partners indicated that the skin on the head was rough. I know I used to stimulate myself growing up without lubrication. What do you think could be causing this and what would you recommend?
