What Causes Pain During Urination And Periods?

hi, i have been having urinary pain but don't have an infection, it just hurts in my urethra after i urinate and now i have my period and it hurts so bad im brought to tears. any idea what could be wrong? ive been tested for IC and dont have it, and dont know what to do, its hurts deep in my belly/higher than where my bladder sits...
