What Causes Pain In Hand Above The Elbow?

I am getting hand pain(above my elbow). This pain is similar to pin pinch and varies from mild to severe. Peculiarly this comes only during winter season. I got tested for arthritis but it isn't. Can you suggest which specialist i have to refer my problem ?
