What Causes Pain In Legs And Hips On Walking Short Distances?

I have a problem with my legs and hips. When i walk a short distance my stride begins to get shorter and my hips start to hurt my legs feel very heavy and i actually start to walk alittle funny. It doesn't sound like much but i can't walk sometimes just to the mail box and back. I'm a male, 46 and 7 months ago was diagnosed with diabetes. I stopped taking all my meds and that didn't work. This has been getting worse for 8 years now. Please help.
