What Causes Pain In Particular Region On Head?

I have a headache in my left forehead that has been in the same spot for 3-4 months now. It is only there and is made worse with walking up steps or exertion. Should I go to the emergency room or get a CT? I don't think this is a migraine because it hurts anytime I walk up steps for the past 4 months.
