What Causes Pain In The Elbow?

My friend has pain in her elbow and isn't really able to move it. She's in the emergency room at our hospital. And they said it was an abnormal rash. What's that suppose to mean. I did alittle reseearch and it's caused from a disease? Is there any treatment?
