What Causes Pain In The Heels?

Have dull pain on outer side of my heel. Better with rest. Have considered plantar fasciitis but pain seems to be more on the side of my heel rather than bottom. One heel only, (right heel -) pain on outer side of heel, pain located between back of foot and instep, closer to the sole of foot than top of foot.
