What Causes Painful Itchy Bumps On The Urethra?

I have two small spots/bumps near My pee hole. They hurt, itch and burn. There is no bad smell. My discharge is normal. They look kinda like a pimple. Idk if it s been there for a while or if it has. I have never had pap smears before. I only have one sexually partner. He s never had sex with anyone but me. Can it still be an std?
