What Causes Painful Neck With Lumps On Both Sides?

I have 2 big lumps on neck both on right side. The one in front runs from thyroid on an angle upwards, the one on back of neck has grown from right side to cross over spine. I also have a clicking noise when I swallow and painful ache in neck. Also my wbc is 17.5. I have asked doctors about this over the years they always say its nothing serious.
