What Causes Painful Throbbing In The Left Side Neck?

I have a slightly painful thobbing in the left side of my neck. I believe its a vein, not muscle.
Also, should I be concerned about my blood pressure if the bottom number is usually normal but the top number usually ranges anywhere from 130 to 160?
