What Causes Pea-sized Lump At The Base Of Deltoid Muscle?

I have a pea size lump (under skin) between my tricep and bicep at the base of my deltoid. I have a recent history of blood clots. Last experienced in my hand of same arm. I am currently on blood thinners (Xarelto). I just had a CBC completed and my RBC s and platelet count came back elevated. Bump is sore to touch. Could it be a tumor or another blood clot? Should I be worried? Because I am.
