What Causes Persistent Pain And Swelling In Lower Legs?

I have had pains and swelling in lower legs and feet which was diagnosed as Neuropathic pain this has been onging for over 10 yrs now. Just recently a neurologist has confimred that my problem is definitely not neuropathic. What could it be? There is obviously something wrong - swelling, pain and pain just on touching lower legs is not right... There has to be a reason for these problems. My right side is worst. I also have arthritis in left knee and right side of my lower back which appears to be getting worse.
I am 47 yrs old, 5ft 3" and am overweight - this is an onging problem which I am trying to address by losing weight and also increasing level of exercise which is causing me problems due to the pain and discomfort I am experiencing.
