What Causes Persistent Pain In Neck And Head?

Hi,

My mom if facing pain in her neck and head.This pain is persist right from my birth ie from past 25 yrs. Whenever she has enggged in some big work like working in field she feels pain around her neck and head and will get fever. when consulted the local doctor they treat it as a minor case and give treatment for fever. we would like to know the sympotms and possible solution for it. Please advise us.
