What Causes Persistent Swelling In Leg At The Area Of Rod Insertion?

i have a tib/fib break of right leg.i got screws and a rod in my leg.its been in since 2004 and its still swollen.im sure i need to have it checked.its a skiing accident.im also worried its got a softball size lump around my shin bone is this normal for such a serious break.
