What Causes Persistent Swelling In The Leg Despite Taking Medication?

My husband is taking Klor-Con 10 mEq. for leg swelling. At first this seemed to help, however, some of the swelling has returned. Since he has found evidence in the toilet bowl that the tablet is not dissolving, could the tablet safely be cut in half to aid in the tablet working as it should?
