What Causes Pimple Like Bumps On The Vagina?

Hi. I am 17 years old and still a virgin, however I have done other things with my boyfriend. Nonetheless, our genitals have never touched. I do shave my genital area and for a while now pimple-like bumps have raised on my lips. If I squeez them occasionaly a small amount of whit liquid comes out. My skin is overall prone to these like my chest and back and face however I am unsure still. I don't know how it could be an STD? I have been experiencing them before I ever became sexually active. Are they just ingrown hairs maybe? I have very course hair. I'm really scared and cannot discuss this with my parents.
