My 7 month old has a small bb size white ball under her tongue it does not seem to be bothering her she is eating and drinking normal but it does not seem normal to have that do u know what it could be or if I should make an app . When she was a newborn she had pin like hard bumps here and there but they went away

As per your complain and presentation of symptoms a small white bump under the tongue that is painless can be a Mucous cyst or a Mucocele that is formed due to trauma to a minor salivary gland and it is harmless and commonly self resolving. It can also be an apthous ulcer or a canker sore and it is also self resolving..
Nothing to worry, just keep a watch over it for a week.
If it starts resolving then it is fine but in case if it does not show signs of resolution you should consult a Pedodontist and get evaluated and treatment can be planned after a visual examination.
