General & Family Physician 's  Response
Hi
Thanks for posting on HCM
Rashes on the penis could be caused by a local irritation, local skin infection by a bacteria or a fungus or an STI like syphilis or herpes. Only a keen examination and some work-ups can ascertain the diagnosis.Asking him to run an HIV test is just normal.I will always ask for an HIV test if i treat you for any sexually transmissible infection .You being negative does not tell about his result.Wait and have his own result. However, he should not be scared of the test.It is a condition that can be managed and a normal life lived.
Hope my answer will help you
Best regards
