What Causes Poor Circulation Feelings In The Arms?

My left arm feels like I have been holding it up for a very long time and there is no circulation running through my upper arm near my bicep and tricep muscles. I have had this feeling for a few hours now and it has not gone away. Should I be concerned about this?
