Hi.
All your history is suggestive of middle ear infection with now another problem as a sequel or a complication as you can say.
These are:
- Either the ossicles (smallest bones of the body ) get their joints a bit fixed or -The fibrin material gets deposited allowing less movement of the ear drum and the ossicles or
-The Eustachian tube is still blocked.

I think you need more than the steroids, and should be :
-Nasal decongestant drops,
-Oral decongestant tablets
-Strong anti-inflammatory medicines
-Steroids in proper dosages
Antibiotic if there is evidence of infection anywhere in Ear, nose and throat.

Take steam inhalations.
Refrain from too cold or too hot foods and beverages.
Avoid sudden temperature differences
-Avoid people with flu

It will be combines effects of all these things that work, not the steroids alone, and that is why you are not yet cleared off your problem.
